  • Research and Development Committee

    The R&D Committee is responsible, through the Chief of Staff to the Director, for advising and assisting the Director in providing oversight, planning, and execution of the VA Palo Alto Health Care System (VAPAHCS) R&D program, and assisting the Director in maintaining high standards throughout the R&D program.  Those standards include ensuring the scientific and ethical quality of VAPAHCS research projects, the protection of human subjects in research, the safety of personnel engaged in research, the welfare of laboratory animals, the security of VA data, and the security of Veterans Health Administration (VHA) research laboratories.

    All R&D activities within VAPAHCS, whether funded or unfunded, are within the purview of the R&D Committee.

    Note:

    • The Committee Schedule lists all committee meeting dates, material receipt deadline dates, and committee coordinators.
    • Please note that you must have all required subcommittee reviews completed before your project can be reviewed at the R&D Committee meeting.
    • The research may not begin until the R&D committee and all appropriate subcommittees have approved the project.

    • Institutional Animal Care and Use Committee (IACUC)

      This Subcommittee of the Research and Development Committee (R&DC) is responsible for reviewing all use of animal subjects, including proposed and ongoing studies, as they relate to animal welfare laws, regulations, and policies.  The Institutional Animal Care and Use Committee (IACUC) is properly appointed in accordance with the PHS Policy IV.A.3.a and is qualified through the experience and expertise of its members to oversee the Institution's animal care and use program and facilities.  No project involving the use of animal subjects can be undertaken until approved by the IACUC and the R&DC.

    • Institutional Review Board (IRB)

      The Institutional Review Board (IRB) is a subcommittee of the Research and Development (R&D) Committee.  The R&D Committee and the IRB are responsible for ensuring that research at the Veterans Affairs Palo Alto Health Care System (VAPAHCS) is conducted under the most rigorous ethical standards in order to assure the protection of the rights, welfare, and safety of the veteran patients and other research subjects.  The Stanford University IRB is the IRB of record for all VAPAHCS and PAVIR protocols involving medical human subjects and non-medical human subjects.  Click here to review the current Committee & Subcommittee Schedules.

    • Scientific Review Subcommittee

      This subcommittee is responsible for maintaining high standards for scientific quality for all research projects.  The Scientific Review Subcommittee consists of a minimum of nine voting members who are VA Palo Alto Health Care System (VAPAHCS) Principal Investigators or otherwise experienced VAPAHCS investigators.

      Note:  New projects completely submitted in accordance with R&D Committee policies prior to the first calendar day of each month will be considered for Scientific Review Subcommittee approval that month.

    • Subcommittee on Research Safety (SRS)

      The  Subcommittee on Research Safety (SRS) serves as an advisory committee to the Research and Development Committee (R&DC) on safety issues related to the performance of research studies at VAPAHCS.  It serves to ensure the safety of personnel by coordinating national, state, and local polices pertaining to safety.  The SRS is responsible for reviewing the safety aspects of all projects prior to initiation.  This review includes the storage, use and disposal of chemicals, radioisotopes, microbial agents, recombinant DNA, human tissues/specimens, biological toxins, non-microbial agents, and physical agents.
