Description

The Human Resources Manager oversees activities relating to recruiting, employee education and training, management development, employee relations, affirmative action, benefits administration, and salary administration. The HR Manager plans, develops, organizes, implements, directs, evaluates, and improves the human resource function and performance, ensuring that HR services are delivered and customer needs are met while fully utilizing and maximizing resources.

The HR Manager leads cross-departmental coordination of HR information and facilitates process improvement initiatives within the HR Department and the entire organization, as appropriate. The HR Manager works with members of the leadership team to build and manage the Human Resources of PAVIR and to continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries and markets.

This is a regular, full time (40 hours/week), exempt position.

Duties:

  • Update employee handbook and assist in the implementation and application of new and existing personnel policies
  • Investigate accidents/incidents and prepare reports for insurance carrier
  • Manage employee relations and conduct investigations including recommend action as necessary; provide options for and advise on all disciplinary action
  • Lead annual performance evaluations and update annual salary structures
  • In coordination with the CEO, set benefit plans and manage open enrollment
  • Oversee new employee orientation to foster positive attitude toward company goals
  • Ensure adequate record keeping for personnel transactions (hires, promotions, transfers, terminations, etc.)
  • Prepare and implement employee communications, including PAVIR newsletter, and the HR Section of PAVIR websites
  • Collect data and ensure timely submission of VETS-4212 Federal Contractor Reporting
  • Sign off on all various recruitment and HR documents, such as employee change/transfer forms, Requisitions, offer letters, etc.)
  • Process, coordinate, and provide guidance to employees and managers regarding telecommute agreements
  • Manage all human resource information systems and reporting functions, such as ADP, ATS, etc.
  • Oversee the maintenance of PAVIR organization chart and employee directory
  • Develop goals and objectives for the PAVIR HR department
  • Lead / manage HR staff workload and priorities, assuring adequate productivity and quality of work
  • Motivate employees to achieve department objectives; provide performance feedback and development opportunities to employees to enhance skills or accomplish tasks; direct, monitor and evaluate the work of employees, intervening to correct performance problems
  • HR Manager is expected to be a coach for process improvement in the HR department
  • Communicate HR issues as needed, keeping CEO informed on all HR related issues with potential institutional risk
  • Liaise with Stanford, VAPAHCS, and / or attorneys on employee visas, postdoctoral fellow appointments, and other HR related issues, ensuring appropriate documentation and compliance as appropriate
  • Coach supervisors and employees in best practices for effective HR to achieve PAVIR and VA research and education objectives as needed. Lead cross-departmental communications on all HR issues and activities
  • Maintain financial and other metrics for all mandatory HR institutional reporting and management information reporting
  • Manage the budget and other financial measures of the Human Resources Department
  • Complete all mandated state / federal reporting related to HR and the implementation of policies / practices related to applicable laws and regulations

Requirements:

Education:

  • Required: Bachelor’s degree (or equivalent combination of education and experience) Business, HR/OD, or a related field
  • Desired: Master’s degree

License / Certification:

  • Desired: SPHR, SHRM – SPC

Experience:

Required:

  • 5-10 years Human Resources experience at the management level in a company of similar or larger size with demonstrated operational leadership of Human Resource functions
  • Relevant and up-to-date knowledge of all functional areas of HR, including but not limited to compensation and benefits, employee relations and relevant laws and regulations

  • Experience working with ADP Workforce Now

Computer Skills:

  • Proficient with computer applications such as MS Outlook, Word, Excel, and Access
  • Ability to manipulate data to develop and maintain information

Other:

  • Ability to perform in a busy and deadline-driven environment
  • Ability to deal with confidential issues in a professional manner
  • Demonstrated ability to stay current in job knowledge and technology

Environmental Conditions / Physical Demands:

  • Physical: Frequently sit for long periods of time to perform desk based computer tasks and meet with customers. Occasionally stand / walk around the office or VA campus. Occasionally lift / carry / push / pull objects that weigh up to 10 lbs.
